*The NZ National political party made a commitment pre-election to implement their 100-Day Action Plan if New Zealander’s chose a National-led government. The 100-day plan parliamentary agenda includes introducing legislation to repeal The Clean Car Discount (CCD) Fee and Rebate, by 31/12/23. The CCD includes a $7,015 rebate for Battery Electric Vehicles (BEVs) and $4,025 rebate for Plug-in Hybrid Vehicles (PHEV), which will be removed by the end of 2023. The New Zealand Government introduced the Clean Car Rebate on electric vehicles (EV) and plug-in hybrid vehicles (PHEV) in 2021 to make it more affordable for Kiwis to own an electric vehicle as part of the goal towards net zero by 2050, and was expanded in April 2022 to include all vehicles with a band on CO2 emissions to apply a rebate or fee. There is also a neutral band where no rebate or fee applies.
The Clean Car Program is intended to be a self-funded scheme. Changes have been made from 1 July 2023 to ensure fees generate enough revenue to fund the rebates and administration costs.

WHAT IS THE CLEAN CAR PROGRAM?
From July 2021, the New Zealand Government introduced the Clean Car Rebate on electric vehicles (EV) and plug-in hybrid vehicles (PHEV) to make it more affordable for Kiwis to own an electric vehicle as part of the goal towards net zero by 2050.
The Clean Car Program was expanded from 1st April 2022 to include all vehicles. A set of smaller rebates will be added for vehciles with low CO2 emissions, and fees on high emitting vehicles will also apply. There is a band of CO2 where no rebate or penalty applies.

Zero emission vehicles (EVs)
For new models, the rebate has reduced from $8,625 to $7,015.
Low emission vehicles
The threshold at which low emission vehicles will be eligible for a rebate has changed from 146 g CO2/km to 100 g CO2/km.
Zero band range vehicles
Some vehicles won’t be eligible for a rebate or incur a fee. The zero band range is 101 – 149 (g CO2/km), down from 147 – 191.
Rebate rates for new vehicles
The rebate rate per gram of CO2 in the range of 60 – 100 is $57.50, down from $51.55. The maximum rebate decreased from $5,750 to $4,025.

- WLTP3 CO2 measurement
- All vehicles (EV, Hybrid, Internal Combustion)
- Minimum 3 star safety rating
- RRP up to $80,000
- New and Used vehicles
Rebates and fees based on a sliding scale of CO2 emissions (new car rebates / fees shown):
- 0-1g: $8,625
- 1-100g: $5,750 to $3,520
- 101-146g: $3,470 to $0
- 147-191g: $0
- 192-220g: -$350 to -$1,960
- 221-273+g: -$2,020 to -$5,175
